12 August 2026<\/strong> marks an important milestone for the packaging value chain with the general application of Regulation (EU) 2025\/40 on packaging and packaging waste<\/strong>, known as the PPWR<\/em>.<\/p>\n

The new regulation introduces a change of approach. It is no longer solely a matter of managing waste when packaging reaches the end of its useful life, but of incorporating criteria for packaging circularity, safety and sustainability <\/strong>from the design stage. <\/p>\n

For food companies, packaging manufacturers and material suppliers, this new landscape requires reviewing the current packaging portfolio<\/strong>, identifying responsibilities and organising the technical information needed to demonstrate the compliance of each packaging solution.<\/p>\n

The first step: understanding the role of each company<\/h2>\n

One of the essential aspects of preparing is to correctly identify the role played by each operator within the chain.<\/p>\n

The PPWR <\/em>distinguishes between roles such as manufacturer, supplier, importer or distributor.<\/strong> This classification does not depend solely on who physically produces the packaging, but also on factors such as who markets it under their name or brand. <\/p>\n

Therefore, a food company may assume obligations specific to the manufacturer <\/strong>in certain scenarios, while its packaging supplier must provide the information and evidence necessary to demonstrate compliance.<\/p>\n

This distribution of responsibilities makes it essential to strengthen coordination between the different stakeholders. Raw material manufacturers, converters, packaging manufacturers, packers and distributors will need to exchange information in a more structured and traceable way. <\/p>\n

The declaration of conformity for packaging<\/strong> takes on a central role within the new model.<\/p>\n

It should not be considered an isolated document or an administrative formality. It is the result of a prior assessment process in which the evidence needed to demonstrate that a specific packaging item complies with the requirements applicable to it is gathered and reviewed. <\/p>\n

To support this declaration, sufficient technical documentation <\/strong>will be required. This may include information on materials, composition, design, dimensions, analytical results, standards applied, calculations or evidence provided by the various suppliers. <\/p>\n

Document traceability <\/strong>will be particularly important when packaging combines several components or materials. Bottles, caps, labels, adhesives, inks, trays or films may come from different suppliers and be subject to specific requirements. <\/p>\n

The company must be able to build an overall view of the packaging without losing the information corresponding to each of its parts.<\/p>\n

A practical session aimed at companies in which we will address the latest interpretations of the PPWR<\/em>, the requirements and evidence that must be included in the Declaration of Conformity,<\/strong> the responsibilities of the different operators and the main questions arising in its application.<\/p>\n

Recyclability: from declaration to evidence<\/h2>\n

Packaging recyclability<\/strong> is one of the main pillars of the new regulatory framework.<\/p>\n

Until now, many companies have used recyclability claims based on the general nature of the material. However, the fact that a material is technically recyclable does not necessarily mean that any packaging made from it can be effectively recycled. <\/p>\n

The design, combination of materials, adhesives, inks, barriers, closures or ease of separating the components can influence the behaviour of the packaging within sorting and recycling processes.<\/p>\n

Therefore, the assessment must be carried out on the complete packaging solution<\/strong> and not only on the main material.<\/p>\n

Preparing for the PPWR <\/em>involves reviewing packaging design<\/strong> and analysing its compatibility with the available recycling streams. It will also be necessary to rely on recognised methodologies, standards and technical criteria that make it possible to justify the decisions taken. <\/p>\n

Although some requirements will be implemented progressively over the coming years, starting work now will help avoid rushed changes and guide new investments towards solutions compatible with the future recyclability classification.<\/strong><\/p>\n

Substances of concern and packaging safety<\/h2>\n

Circularity cannot be addressed independently of packaging safety.<\/strong><\/p>\n

The PPWR <\/em>introduces requirements linked to the presence of certain substances of concern<\/strong>, including PFAS in packaging intended to come into contact with food.<\/strong> This issue particularly affects certain applications where resistance to fats, oils or moisture is required. <\/p>\n

Adaptation may involve reviewing materials, coatings, surface treatments and formulations. In some cases, it will be necessary to seek alternatives that maintain the technical performance of the packaging and its ability to protect the product. <\/p>\n

Substitution should not be carried out solely to eliminate a substance. It must also be verified that the new solution preserves the shelf life of the food, withstands the packaging and distribution processes and does not introduce other risks. <\/p>\n

Packaging ecodesign<\/strong> therefore requires a balance between circularity, food safety, functionality and production efficiency.<\/p>\n

An opportunity to redesign the packaging strategy<\/h2>\n

The application of the PPWR <\/em>represents a compliance challenge, but also an opportunity to review the overall packaging strategy.<\/strong><\/p>\n

Companies that integrate regulatory criteria into their innovation processes from now on will be able to reduce risks, anticipate market changes and improve consistency between their sustainability objectives and their technical decisions.<\/p>\n

The packaging of the future will have to fulfil multiple functions: protect the product, ensure its safety, minimise waste, facilitate use by the consumer and adapt to circular economy models.<\/p>\n

Achieving this balance requires a multidisciplinary approach and collaboration between regulatory, sustainability, quality, purchasing, production, marketing and innovation departments.<\/p>\n
