Key changes introduced by Regulations (EU) 2026\/343 and 2026\/344"},"content":{"rendered":"<html><body><article>The EU has comprehensively updated the <strong>marketing standards for poultry meat<\/strong> through the adoption of<strong> <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L_202600343\">Commission Delegated Regulation (EU) 2026\/343<\/a><\/strong> and its corresponding <strong><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/En\/TXT\/PDF\/?uri=OJ:L_202600344&amp;qid=1774280499214\">Implementing Regulation (EU) 2026\/344<\/a>,<\/strong> published in the Official Journal of the European Union on <strong>17 February 2026<\/strong> and applicable from <strong>9 March 2026<\/strong>. This new regulatory package repeals and replaces Regulation (EC) No 543\/2008 and responds to several strategic objectives: ensuring fair market practices, strengthening consumer protection, adapting the rules to the technological evolution of the sector, and ensuring uniform application across all Member States.\n<section>\n<h2>A single and coherent regulatory framework<\/h2>\n<p><strong>Regulation (EU) 2026\/343<\/strong> brings together all the essential elements of poultry meat marketing standards, regulating in detail:<\/p>\n<ul>\n<li>The <strong>definitions and classifications<\/strong> of species, carcasses and cuts.<\/li>\n<li>The <strong>requirements for presentation, labelling and sales descriptions<\/strong>.<\/li>\n<li>The <strong>quality categories<\/strong> (Class A and B).<\/li>\n<li>The <strong>cooling methods<\/strong> and their voluntary indication.<\/li>\n<li>The <strong>use of optional reserved terms<\/strong> linked to farming systems.<\/li>\n<li>The <strong>maximum water content limits<\/strong> and the marketing conditions for non-compliant products.<\/li>\n<li>The <strong>conditions applicable to imported meat<\/strong> from third countries.<\/li>\n<\/ul>\n<p>In addition, <strong>Regulation (EU) 2026\/344<\/strong> establishes the <strong>technical and procedural rules<\/strong> necessary to ensure uniform application, particularly with regard to official controls and analytical methods.<\/p>\n<\/section>\n<section>\n<h2>Clarification of sales descriptions and cuts<\/h2>\n<p>The new legislative framework provides greater <strong>terminological precision<\/strong>. Regulation 2026\/343 defines in detail:<\/p>\n<ul>\n<li>The categories of <strong>domestic poultry<\/strong> (chicken, hen, capon, chick, young rooster, turkey, duck, goose, guinea fowl).<\/li>\n<li>The <strong>authorised anatomical cuts<\/strong>, with objective criteria regarding their composition, bone or back limits and presentation conditions.<\/li>\n<li>The conditions for the use of the term \u201c<strong>fillet<\/strong>\u201d, restricted to cuts that have not undergone transformations that alter the internal structure of muscle fibres.<\/li>\n<\/ul>\n<p>Sales descriptions may only be supplemented with other terms if they <strong>comply with the principle of fair information practices<\/strong> set out in Article 7 of Regulation (EU) 1169\/2011.<\/p>\n<\/section>\n<section>\n<h2>Quality categories and presentation requirements<\/h2>\n<p>Poultry meat is classified into <strong>Category A or B<\/strong>, based on objective criteria related to conformation, appearance, cleanliness, absence of abnormal odours, and the condition of the skin and muscles.<\/p>\n<p>The new framework maintains Category B, but <strong>reinforces the importance of Category A<\/strong> as a benchmark for commercial quality, including additional requirements for frozen and quick-frozen products regarding the presence of freezer burn.<\/p>\n<\/section>\n<section>\n<h2>Optional reserved terms: greater control and traceability<\/h2>\n<p>One of the most relevant changes affects the use of <strong>voluntary claims linked to farming systems<\/strong>, such as:<\/p>\n<ul>\n<li>\u201cExtensive indoor\u201d<\/li>\n<li>\u201cFree-range\u201d<\/li>\n<li>\u201cTraditional free-range\u201d<\/li>\n<li>\u201cFree-range \u2013 total freedom\u201d<\/li>\n<li>\u201cFed with \u2026 % of \u2026\u201d<\/li>\n<\/ul>\n<p>Regulation 2026\/343:<\/p>\n<ul>\n<li><strong>Reserves these terms<\/strong> exclusively for products that meet the technical conditions set out in Annex VI.<\/li>\n<li>Expressly prohibits the use of any indication, symbol or presentation suggesting outdoor rearing where the requirements are not met.<\/li>\n<li>Requires <strong>specific records<\/strong>, documentary traceability and controls throughout the chain (farm, feed, hatcheries and slaughterhouses).<\/li>\n<li>Allows the development of <strong>alternative national terms<\/strong>, provided they are subject to control by the competent authority and prior notification to the Commission.<\/li>\n<\/ul>\n<\/section>\n<section>\n<h2>Enhanced control of water content: a central pillar of the new system<\/h2>\n<p>The maximum water content in poultry meat is one of the most sensitive aspects of the new regulatory framework.<\/p>\n<p>Regulation 2026\/343:<\/p>\n<ul>\n<li>Establishes <strong>maximum limits for technically unavoidable water content<\/strong>, differentiated according to:<\/li>\n<\/ul>\n<ul>\n<li>type of product (carcasses or cuts),<\/li>\n<li>cooling method (air, air spray, immersion).<\/li>\n<\/ul>\n<ul>\n<li>Exceptionally allows the marketing of non-compliant products <strong>only if they are clearly identified<\/strong>, through a visible and mandatory statement on the packaging (\u201cWater content exceeds EU limit\u201d).<\/li>\n<\/ul>\n<p>Regulation 2026\/344:<\/p>\n<ul>\n<li>Defines <strong>harmonised sampling procedures<\/strong>.<\/li>\n<li>Establishes <strong>reference analytical methods<\/strong> based on chemical techniques (ISO 1442 and ISO 937).<\/li>\n<li>Regulates <strong>controls at plant level, on the internal market, in imports and in intra-EU trade<\/strong>.<\/li>\n<li>Strengthens cooperation between Member States and the role of <strong>national reference laboratories<\/strong>.<\/li>\n<\/ul>\n<\/section>\n<section>\n<h2>Practical impact for sector operators<\/h2>\n<p>The entry into force of this new regulatory framework implies for operators:<\/p>\n<ul>\n<li><strong>Greater documentary and traceability requirements<\/strong>, especially for products with optional claims.<\/li>\n<li>The need to <strong>review labelling, commercial materials and internal control systems<\/strong>.<\/li>\n<li>Increased attention to <strong>cooling processes and water absorption<\/strong> during slaughtering.<\/li>\n<li>A more active role of <strong>competent authorities<\/strong>, with risk-based controls and harmonised procedures across the EU.<\/li>\n<\/ul>\n<\/section>\n<section>\n<h2>Conclusion<\/h2>\n<p>Regulations (EU) 2026\/343 and 2026\/344 establish a <strong>new, more structured and demanding legislative framework<\/strong> for the marketing of poultry meat in the European Union.
