{"id":186284,"date":"2026-01-16T12:23:30","date_gmt":"2026-01-16T11:23:30","guid":{"rendered":"https:\/\/www.ainia.com\/?p=186284"},"modified":"2026-01-16T12:38:46","modified_gmt":"2026-01-16T11:38:46","slug":"nias-analysis-and-contaminant-risks-in-plastic-packaging-a-new-challenge-for-food-safety","status":"publish","type":"post","link":"https:\/\/www.ainia.com\/en\/ainia-news\/nias-analysis-and-contaminant-risks-in-plastic-packaging-a-new-challenge-for-food-safety\/","title":{"rendered":"NIAS analysis and contaminant risks in plastic packaging: a new challenge for food safety?"},"content":{"rendered":"<html><body><blockquote>\n<p data-start=\"206\" data-end=\"726\"><strong data-start=\"206\" data-end=\"251\">NIAS (Non-Intentionally Added Substances)<\/strong> are chemical compounds of very diverse nature that may be present in plastic food contact packaging and may generate toxicological risks for consumers. To date, there are two main areas of interest in the study and control of NIAS. On the one hand, there is a strong focus on <strong data-start=\"528\" data-end=\"562\">chemical analytical approaches<\/strong>, and on the other, increasing progress in <strong data-start=\"605\" data-end=\"664\">cellular models and biological assessment methodologies<\/strong> aimed at evaluating human exposure to potential health risks.<\/p>\n<\/blockquote>\n<p data-start=\"728\" data-end=\"997\">NIAS can appear in plastic packaging intended to come into contact with food and may pose toxicological risks to human health. One of the main concerns related to NIAS exposure is the potential for <strong data-start=\"926\" data-end=\"965\">toxic and genotoxic adverse effects<\/strong> in humans and in natural biota.<\/p>\n<blockquote>\n<p data-start=\"1001\" data-end=\"1189\">Genotoxic NIAS compounds can induce DNA damage and mutations, and chronic exposure to low doses may affect biodiversity, while in humans it may increase the risk of cancer development.<\/p>\n<\/blockquote>\n<p data-start=\"1191\" data-end=\"1465\">The origin of NIAS is highly diverse. They may arise from <strong data-start=\"1249\" data-end=\"1273\">degradation products<\/strong> (from plastics themselves or from additives), <strong data-start=\"1320\" data-end=\"1334\">impurities<\/strong> in substances used during manufacturing, <strong data-start=\"1376\" data-end=\"1400\">reaction by-products<\/strong>, or even <strong data-start=\"1410\" data-end=\"1464\">contaminants introduced during recycling processes<\/strong>.<\/p>\n<p data-start=\"1467\" data-end=\"1968\">In practice, NIAS may be generated during a wide range of operations, including polymer processing steps such as <strong data-start=\"1580\" data-end=\"1638\">injection moulding, extrusion, printing and lamination<\/strong> used to manufacture preformed packaging and household articles, as well as <strong data-start=\"1714\" data-end=\"1748\">thermoforming and heat sealing<\/strong> during packaging. They may also be associated with food processing operations such as <strong data-start=\"1835\" data-end=\"1884\">hot filling, pasteurisation and sterilisation<\/strong>, and with food preparation by consumers using <strong data-start=\"1931\" data-end=\"1967\">microwaves or conventional ovens<\/strong>.<\/p>\n<p data-start=\"1970\" data-end=\"2375\">Particularly concerning are <strong data-start=\"1998\" data-end=\"2057\">packaging materials manufactured from recycled plastics<\/strong>, as their production involves decontamination processes that apply severe conditions (temperature, pressure, etc.), as well as substances used to restore mechanical properties. Both the operations and the processes involved may act as sources of NIAS generation or may be insufficient to eliminate unknown substances.<\/p>\n<h2 data-start=\"2382\" data-end=\"2460\">Legislation on food contact materials: what does it say about NIAS control?<\/h2>\n<p data-start=\"2462\" data-end=\"2744\">Due to the unknown nature of many NIAS and their potential adverse effects on human health, food contact materials legislation has placed strong emphasis on <strong data-start=\"2619\" data-end=\"2643\">NIAS risk assessment<\/strong>, together with the application of <strong data-start=\"2678\" data-end=\"2716\">Good Manufacturing Practices (GMP)<\/strong> to minimise their presence.<\/p>\n<p data-start=\"2746\" data-end=\"3071\">However, because of the limited knowledge regarding the chemical identity and concentration levels of NIAS, there is no specific legislation regulating each substance individually. Instead, the legal framework promotes <strong data-start=\"2965\" data-end=\"2990\">risk-based evaluation<\/strong>, following internationally recognised scientific principles for risk assessment.<\/p>\n<p data-start=\"3073\" data-end=\"3483\">According to <strong data-start=\"3086\" data-end=\"3118\">Regulation (EC) No 1935\/2004<\/strong> on materials and articles intended to come into contact with food (the Framework Regulation), any material or article intended to come into direct or indirect contact with food must be manufactured in accordance with GMP so that, under normal or foreseeable conditions of use, it does not transfer substances to food in quantities that could endanger human health.<\/p>\n<p data-start=\"3485\" data-end=\"3959\">Similarly, <strong data-start=\"3496\" data-end=\"3526\">Regulation (EU) No 10\/2011<\/strong> on plastic materials and articles intended to come into contact with food acknowledges that NIAS may be present in plastic materials even if they are not included in the Union List, provided that they are subject to <strong data-start=\"3743\" data-end=\"3762\">risk assessment<\/strong> to verify compliance with general safety requirements. Therefore, <strong data-start=\"3829\" data-end=\"3873\">NIAS control is a regulatory requirement<\/strong> under both the Framework Regulation and the specific measures applicable to plastics.<\/p>\n<p data-start=\"3961\" data-end=\"4338\">Furthermore, the new <strong data-start=\"3982\" data-end=\"4063\">Declaration of Compliance requirements introduced by Regulation (EU) 2025\/351<\/strong> mandate the inclusion of information on NIAS for materials placed on the market from <strong data-start=\"4149\" data-end=\"4170\">16 September 2026<\/strong> onwards. To ensure safety, economic operators must receive all relevant information regarding the safety of the plastic materials and articles they manufacture or use.<\/p>\n<h2 data-start=\"4345\" data-end=\"4394\">How to assess the risk level of NIAS exposure?<\/h2>\n<p data-start=\"4396\" data-end=\"4717\">To assess the risk associated with <strong data-start=\"4431\" data-end=\"4448\">NIAS exposure<\/strong>, the first step is the <strong data-start=\"4472\" data-end=\"4511\">toxicological hazard classification<\/strong> of each identified substance. It is verified whether the substance is regulated and complies with applicable legal limits (e.g. <strong data-start=\"4640\" data-end=\"4687\">SML values under Regulation (EU) No 10\/2011<\/strong>) when reference values exist.<\/p>\n<p data-start=\"4719\" data-end=\"4986\">For substances with no specific toxicological data, the <strong data-start=\"4775\" data-end=\"4819\">Threshold of Toxicological Concern (TTC)<\/strong> approach is applied, based on <strong data-start=\"4850\" data-end=\"4875\">Cramer classification<\/strong>, which assigns intake thresholds considered to be of \u201cno appreciable concern\u201d according to chemical structure.<\/p>\n<p data-start=\"4988\" data-end=\"5648\">In parallel, <strong data-start=\"5001\" data-end=\"5024\">exposure assessment<\/strong> is carried out for each NIAS, taking into account the intended use of the material. Based on concentrations measured in food simulants, <strong data-start=\"5161\" data-end=\"5194\">Estimated Daily Intakes (EDI)<\/strong> are calculated using food consumption assumptions (kg of food\/day and surface-to-volume ratios). Available toxicological studies (NOAEL, genotoxicity data) are reviewed, and where concerns exist, additional tools such as <strong data-start=\"5416\" data-end=\"5445\">QSAR models or Ames tests<\/strong> are considered, with priority given to excluding mutagenicity. Risk characterisation is then performed by comparing exposure estimates with TTC or NOAEL values, applying appropriate uncertainty factors.<\/p>\n<blockquote data-start=\"5650\" data-end=\"5895\">\n<p data-start=\"5652\" data-end=\"5895\">\u201cTo date, there are two main approaches to NIAS control and elimination: analytical characterisation on the one hand, and the development of rigorous methodologies to assess toxicological exposure to largely unknown substances on the other.\u201d<\/p>\n<\/blockquote>\n<h2 data-start=\"5902\" data-end=\"5954\">NIAS Analysis: Chemical analytical techniques for NIAS detection<\/h2>\n<p data-start=\"5956\" data-end=\"6044\">The identification of unknown substances is highly complex, mainly due to three factors:<\/p>\n<ol data-start=\"6046\" data-end=\"6696\">\n<li data-start=\"6046\" data-end=\"6184\">\n<p data-start=\"6048\" data-end=\"6184\"><strong data-start=\"6048\" data-end=\"6080\">Lack of detailed information<\/strong> on the real composition of raw materials and components used to produce polymers and final packaging.<\/p>\n<\/li>\n<li data-start=\"6185\" data-end=\"6500\">\n<p data-start=\"6187\" data-end=\"6500\"><strong data-start=\"6187\" data-end=\"6237\">Use of additives, adhesives, coatings and inks<\/strong> whose chemical structures are often modified to achieve specific functionalities required by manufacturers. These functionalities and production processes are not always disclosed, and the absence of harmonised EU regulation further complicates identification.<\/p>\n<\/li>\n<li data-start=\"6501\" data-end=\"6696\">\n<p data-start=\"6503\" data-end=\"6696\"><strong data-start=\"6503\" data-end=\"6538\">Very low concentrations of NIAS<\/strong>, which require the development of highly sensitive analytical techniques, such as <strong data-start=\"6621\" data-end=\"6666\">high-resolution mass spectrometry (HR-MS)<\/strong>, to improve detection limits.<\/p>\n<\/li>\n<\/ol>\n<p data-start=\"6698\" data-end=\"7018\">Given the wide chemical diversity of NIAS, applying a single analytical technique may lead to <strong data-start=\"6792\" data-end=\"6824\">biased or incomplete results<\/strong>. For this reason, robust <strong data-start=\"6850\" data-end=\"6867\">nias analysis<\/strong> requires the combination of different <strong data-start=\"6906\" data-end=\"6965\">sample preparation strategies and analytical approaches<\/strong>, as no single comprehensive method currently exists.<\/p>\n<p data-start=\"7020\" data-end=\"7219\">This makes NIAS analysis a highly relevant field for <strong data-start=\"7073\" data-end=\"7080\">R&amp;D<\/strong>, aimed at establishing rigorous methodological frameworks for chemical risk assessment in complex matrices such as food contact materials.<\/p>\n<h2 style=\"text-align: justify;\"><strong><img decoding=\"async\" class=\"alignnone wp-image-186265 size-large\" src=\"https:\/\/www.ainia.com\/wp-content\/uploads\/2026\/01\/nias2-1024x655.jpg\" alt=\"NIAS laboratorio\" width=\"1024\" height=\"655\" srcset=\"https:\/\/www.ainia.com\/wp-content\/uploads\/2026\/01\/nias2-1024x655.jpg 1024w, https:\/\/www.ainia.com\/wp-content\/uploads\/2026\/01\/nias2-300x192.jpg 300w, https:\/\/www.ainia.com\/wp-content\/uploads\/2026\/01\/nias2-768x491.jpg 768w, https:\/\/www.ainia.com\/wp-content\/uploads\/2026\/01\/nias2.jpg 1364w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"><\/strong><\/h2>\n<h2 data-start=\"7226\" data-end=\"7300\">Recycled plastic packaging, convenience trends and potential NIAS risks<\/h2>\n<p data-start=\"7302\" data-end=\"7509\">The <strong data-start=\"7306\" data-end=\"7335\">use of recycled materials<\/strong> is already a reality, supported by recycling processes that have been positively evaluated by EFSA, allowing recycled plastics to be used as raw materials for new packaging.<\/p>\n<p data-start=\"7511\" data-end=\"7818\">However, there is still limited knowledge regarding <strong data-start=\"7563\" data-end=\"7611\">residual substances from recycling processes<\/strong> or substances generated during high-temperature treatments applied during recycling. Moreover, the potential <strong data-start=\"7721\" data-end=\"7747\">consumer exposure risk<\/strong> associated with these substances remains insufficiently characterised.<\/p>\n<p data-start=\"7820\" data-end=\"8253\">At the same time, the growing trend towards <strong data-start=\"7864\" data-end=\"7920\">convenience packaging and more sustainable solutions<\/strong> has led to an increasing number of packaging materials being exposed to high temperatures, either during industrial processing or during consumer use. The incorporation of recycled materials into convenience packaging further contributes to the formation of <strong data-start=\"8179\" data-end=\"8208\">complex material matrices<\/strong>, in which unknown substances may be present.<\/p>\n<p data-start=\"8255\" data-end=\"8394\">As a result, <strong data-start=\"8268\" data-end=\"8316\">systematic nias analysis and risk assessment<\/strong> are essential to ensure consumer safety in this evolving packaging landscape.<\/p>\n<\/body><\/html>","protected":false},"excerpt":{"rendered":"<p>NIAS (Non-Intentionally Added Substances) are chemical compounds of very diverse nature that may be present in plastic food contact packaging and may generate toxicological risks for consumers.
